Managing Contractor Appointed for the Delivery of the New Office for ASIO on Section 49, Parkes ACT

Lindsay Tanner, Minister for Finance and Deregulation today announced that the Managing Contractor Contract for the new central office for the Australian Security Intelligence Organisation (ASIO) has been awarded to Bovis Lend Lease for the delivery phase of the project, as an extension to the planning phase.

This extension will bring the contract to a total value of $527 million.

In August 2007, Bovis Lend Lease was selected for the role of Managing Contractor through a competitive open tender process by the Department of Finance and Deregulation and ASIO. The Contract for the role was awarded in two stages – the planning phase and the delivery phase.

The new central office building will provide for a high quality, purpose-designed and secure base building to be fitted out for the specialised needs of ASIO and is scheduled for occupancy in late 2012.

The building will be located on Section 49, Parkes ACT, between Constitution Avenue and Parkes Way and will provide ASIO with approximately 40,000m2 of space.

Background Information

Managing Contractor – Bovis Lend Lease

Bovis Lend Lease is one of the world’s leading project management, design and construction companies operating in more than 30 countries. It is a wholly-owned subsidiary of Lend Lease Corporation, which has been in operation since 1958.

Bovis Lend Lease has a specialist focus on the commercial, retail, healthcare, education and water sectors as well as defence estates and selected Government office accommodation. Skills include design and construction, construction management, sustainable design, project management and programme delivery.

Bovis Lend Lease was recently named the largest commercial construction company in Australia in the 2007/08 HIA-AI Group-Reed Construction Data Construction 100 report, securing nearly $4.7 billion worth of projects over the year.

As Managing Contractor, Bovis Lend Lease will manage the design and construction through the delivery phase of the new building.

New ASIO Office

The Australian Security Intelligence Organisation (ASIO) is presently located at Russell in the ACT. In July 2004, the Inquiry into Australia’s Intelligence Agencies (the Flood Inquiry) recommended increases in staffing and identified the need to expand its accommodation requirements.

In August 2006, the previous Government announced ASIO would move to a purpose-built building at Section 49, Parkes ACT.

The cost of this project is greater than that for a standard Commonwealth office building that would accommodate the same number of staff, due primarily to the operational and security requirements of ASIO. This building will provide a high level of servicing to ensure Australia’s security intelligence service can continue to operate at full capacity in the event of a power failure or other outages. The additional investment will also deliver a base building capable of achieving a 5 star National Australian Built Environment Rating System (Energy) rating.

The Department of Finance and Deregulation will deliver the building on behalf of the Commonwealth. The appointment of BLL as the Managing Contractor will allow the delivery phase of the project to progress detailed design development through to construction and handover of the building.
